President Vladimir Putin signed a decree on humanitarian aid to the self-proclaimed republics of Donbass for the period of” ; until a political settlement. '' The document was published on the official Internet portal of legal information.

The decree says that humanitarian aid to certain areas of Donetsk and Luhansk regions is needed to protect the “ rights and freedoms of a citizen '', as well as to “ prevent a further decline in living standards in the context of the economic blockade ''; and the COVID-19 pandemic.

The main measures are as follows.

  • Recognition in Russia of certificates for goods and services issued in the DPR and LPR.
  • Admission goods from the republics to state purchases on a par with Russian ones.
  • Cancellation of export-import quantitative restrictions on the movement of goods across the borders with the DPR and LPR (except for certain groups of goods).

The President instructed to organize checkpoints at the border through which goods from the unrecognized republics of Donbass will be transported. Putin also instructed to develop and introduce the necessary changes to the legislative framework in connection with the adoption of this decree.

In addition, it is necessary to amend the food embargo decree, adopted in August 2014, and the decree on economic sanctions against Ukraine, adopted in October 2018. Changes in these decrees imply that the government has the opportunity to exclude goods and services from the DPR and LPR from the adopted restrictions.

President of Ukraine Volodymyr Zelensky in 2019 said that he could remove the economic blockade from Donbass only after the return of the nationalized enterprises. Leonid Kuchma, who was then the representative of Ukraine in the contact group on Donbass, also stated that Kiev was ready to consider lifting the blockade only after the return of “ Ukrainian assets to the Ukrainian legal field. ''

The authorities of the DPR and LPR decided to take control of Ukrainian enterprises on their territory from March 1, 2017. They explained this by the fact that earlier the Ukrainian radicals blocked the railway communication and the delivery of goods from enterprises to Ukraine became impossible.

Since March 15, 2017, the National Security and Defense Council of Ukraine completely stopped freight rail and road communication with uncontrolled Kiev territories of Donetsk and Lugansk regions.

Vladimir Putin said in December 2020 that Russia will continue to support Donbass in infrastructure, social and industrial spheres. He clarified that Russia will help Donbass not only along the humanitarian line, but also through direct cooperation.
