On September 19, two large Turkish private banks— Isbank and Denizbank stopped servicing Russian Mir cards. Isbank said that they made a decision after the statement of the US Treasury regarding the cooperation of financial organizations with the Mir payment system; and suspended operations. Denizbank did not give a specific reason.
A week earlier, the US Treasury Department indicated that financial institutions that enter into new or expand existing agreements with the NSPK “at the risk of supporting Russia's efforts to circumvent US sanctions.” At the same time, the Mir card operator itself not under US sanctions.
